To match formatting elsewhere, can we use the format DerHexer@meta (and use an interwiki/plainlink style), and make the IP not bolded?

Then maybe just 'DerHexer'. Currently (and in the foreseeable future), global blocks are (will) be possible only from meta. Hence, @meta is redundant.

The site on which the block was made can be removed on Wikimedia through the usual interface (MediaWiki:globalblocking-list-entry), but I'd rather keep the wiki on the list for other wikis.
No, I think it is useful to note the @meta so it is /abundantly/ clear that it was not done from the local wiki, for those who do not know already. And yes, that makes more sense for non-WMF wikis, where there may be no restriction on where a global block is made from.
