To match formatting elsewhere, can we use the format DerHexer@meta (and use an interwiki/plainlink style), and make the IP not bolded?

Isn't 'DerHexer@meta' a bit weird? It's used elsewhere only because there's no other sensible way to do it.

Then maybe just 'DerHexer'. Currently (and in the foreseeable future), global blocks are (will) be possible only from meta. Hence, @meta is redundant.

Theoretically, yes, but not on non-Wikimedia projects. The site on which the block was made can be removed on Wikimedia through the usual interface (MediaWiki:globalblocking-list-entry), but I'd rather keep the wiki on the list for other wikis.

No, I think it is useful to note the @meta so it is /abundantly/ clear that it was not done from the local wiki, for those who do not know already. And yes, that makes more sense for non-WMF wikis, where there may be no restriction on where a global block is made from.
