I enabled numberheadings for all users. The pages are rendered correctly, but the auto generated TOC does not contain numbers on the top level! So the TOC has other number than the paragraphs below. Not very nice.

(I mean that TOC that gets generated if you have more than N sections on a page and only if you do not enter __NOTOC__)

Sorry, no bug. It does work now. The numbers were suppressed by a customized skin :-(
