I propose to implement a new specialpage option accessible for Sysops or
Developers only to send an mail in exceptional cases (emergencies and so on) to
all users, who have set up an email address in their preferences.

The option is already listed on the to-do sub-page to

Mainly suited for small- to medium-sized wikis.

The new edit pages contain a link to the CC the members of the group. Anybody can request updates and changes can put themselves on the CC list! Can this
