Can you add a feature to MediaWiki which allows users to add a template and its parameters as using a modern IDE?

For example, I type "{{a", then a list of templates whose names start with "a" is shown, then I type "b", a list of "ab*" is shown... and I can choose one from the list. (Maybe "{{" can show the whole list)

After I choose/type a template name then "|", a tooltip with parameter list is shown. Then, the names of parameters are shown as the names of templates...

In a VisualEditor world, is the "automatically display available parameters for this template" part kind of covered by bug 51049, or do I entirely misunderstand (probably the latter)?

This is not about VisualEditor, but wikitext editing, i.e. implementing something like https://it.wikipedia.org/wiki/MediaWiki:Gadget-CompletaTemplate.js as an extension.
