Some account names are so nasty that they should be prevented from being created over and over. The usernames blacklist can help but may not always work, or may be somewhat slower to take effect against a fast moving miscreant. Suggest that there be a way to do a global lock and hide on an account name even if it does not yet exist in SUL.

In short you want a global blacklist; this has been implemented in March, though the bug has been moved to Wikimedia component for the Wikimedia-specific missing configuration.
