On the standard API help page on the English Wikipedia it says under "Permissions":

* writeapi *
  Use of the write API
Granted to:
  all, user, bot

However, this is wrong/irrelevant because nobody can use the write API. This section should only be displayed if API edit is enabled.

If the write API is disabled, the help won't even *list* any write modules.
