As of trunk (r38413), the limit $wgAPIMaxDBRows doesn't seem used. It's used once within ApiQueryBase::checkRowCount(), but that method doesn't seem to be called from anywhere, rendering it useless. If this setting has been obsoleted by other methods, then it should probably be marked as such. Thanks.

re bug 13511 it was added in case something needed to make a row check, but I guess there hasn't been anything needing it since it was added in r32466
