An issue that came out of the presentation on FlaggedRevs at Wikimania was that a number of extensions are not aware of the flagging, i.e. are incompatible with it.

Key to the functioning of Wikinews is the DPL extension which saves a huge amount of effort that would otherwise be required to maintain the main page and portals.

I would like to propose that the DPL extension be enhanced such that any specific flag can be used as a selection criteria within the DPL. This has wide support from the English Wikinews community, as can be seen from the following poll:

As DPL is also used to build lists of articles which are under development or disputed the option to select only flagged revisions should not be mandatory.

I'm not sure quite what you mean. At any rate, on my testwiki, I've added a 'stable' param (include/exclude/includeonly) that filters the list based on the existence of a stable version.
