I fixed an element of the Doxygen TODO list, added by Rob Church in the revision 14082. Now the script don't ignores recent touched accounts, sysop and bureaucrats. See patch.

oops : "ignores" like the title, not "don't ignores". Sorry.

Patch applied in r38072. Fwiw: Those might be better suited as params (--ignore-groups=sysop,bureaucrat, --ignore-touched=How long ago). Might toy with this in the future.
