See http://ksh.wikipedia.org/wiki/Special:Specialpages?uselang=ksh towards the end, there is a switch of language from ksh to en, this requires a <span> element. There is no way around mentioning the original name "board of trustrees" which happens to be english, so using proper markup is inevitable, too.

Currently, the markup is shown verbatim on the page which is a bug.

Yes it's obsolete, and it was never a BoardVote issue in the first place, it's a core issue.
