Adds hook to allow HTML additions to end of email panel on preferences form.

It would be very useful if a hook was added to the point in SpecialPreferences::mainPrefsForm where the email section is generated in order to allow the adding of extra HTML to that section. This is useful if an extension, new feature, etc. wants to add another checkbox to the preferences form in the email section, instead of in the user information panel, which is currently the only other place to add such a checkbox.

This feels pretty hacky.

What I'd *like* to see is to have all the preference panels redone in some way that's much more generally extensible, but that's going to be a lot more work. :(
