I see this was discussed at length in 2005-2006 in bug 1485 (Automatic hyphens to (localized?) dashes), and it looks like the conclusion was that it would be implemented in mediawiki.  The status is "assigned".

However, wikitext containing -- is not transformed.  What happened?  Is it simply not completed yet?  Maybe it got lost?

Filing new bugs is not the way to go. What comes to the feature, it is probably never going to happen because of the problems mentioned in that bug.
