If You follow the steps bellow then You will find the bug

1. Download and install the WikiMedia 1.12 on a web sever
2. Login as the WikiOp (Administrator)
3. Click any red link to open a information page that the article don't exist
4. Click the link to create a new article

Now the browser should ask You to save the index.php file

NOTICE: The problem don't exists for normal accounts

You're going to have to give more information, like how you installed MediaWiki.

There is no issue like this in normal MediaWiki, it installs fine and works, I've been using it for some time now.

Additionally, MediaWiki has no WikiOp user, the default sysop user created by the installer is WikiSysop, either you modified the name, or you are likely installing MediaWiki via. a buggy and unsupported 3rd party installer. Which more often than not just complicate the process of installing MediaWiki and introduce bugs that don't exist in the software.

Disable "Use external editor" from user preferences under section Editing.
