The page contains content that could not have been known at that time.

"Mayor Dorn was charged on June 26, 2008 on allegations " . .

Is there something I should know about "last modified" that would make the above set of facts make sense?

Or is it some kind of bug?

No worries, you just caught a cached version of the page (why the bottom would not update but the content did, I don't know). An action=purge fixed it.
