In some languages, the row of tabs in Special:Preferences span two lines, which does not look good at all (of course depending on screen resolution). I remember in 2005 that the specific subsections of Preferences were chosen in a menu to the left of the preferences, instead of by tabs; I propose returning to that solution, as it looks a lot better in these circumstances.
Tabs are regular navigational element. It's pretty normal they appear in two lines (so they do even in random applications and OSes). However maybe some stylesheet tweaking to make them in one scrollable line might solve it. Thus adding CSS tracking.
