New articles on the Ko.Wikibooks seem not to be counted. I think it stands still. (see http://ko.wikibooks.org/wiki/Special:statistics)

Works for me. Count went up when I created an article containing a link, went back down when I deleted it.

Just I've created a [test/1], but it has not been counted. The good is the same "311".

That page does not include any links, so is not counted as a good article for the article count.

I've confirmed it. You are right! The crux is links.
But I wondered really that e.g. this learned article [[:wikt:ko:중국어 입문/기본단어]] couldn't be counted. It has just no links!
