The title blacklist can lock MediaWiki:Titleblacklist, which makes it difficult to reverse some changes. For example, ".* <noedit>" will lock the entire wiki, and cannot be reverted. Although deleting the blacklist should work, it shouldn't be locking itself in the first place.

For example, to.wikipedia.org is locked using this bug.

That probably means soneone forgot to check the "Override title blacklist" (or how is it called?) checkbox while configuring global stewards group. (not sure. check if real admins can do it and repoen the bug)
