Although 'sitesupport' is defined inside MessagesFa.php (and a local installation of MediaWiki can use it correctly), it is not being used on Persian Wiktionary:

http://fa.wiktionary.org/wiki/

You should see "کمک مالی" on the sidebar, but you see "Donate"! Interestingly, even if it was going to fallback to English version, you had to see "Donations" not "Donate". Also, http://fa.wiktionary.org/wiki/MediaWiki:Sitesupport is showing "Donate" as the default value, instead of what is found in MessagesFa.php

As far as I know WMF uses some kind of override for donations.

What kind of override? How can it affect only one message on only one wiki?

Function wfSetupSiteDefaultMessages is defined in the very bottom of CommonSettings.php (http://noc.wikimedia.org/conf/CommonSettings.php.html) and wgSiteDefaultMessages is defined in InitialiseSettings.php (http://noc.wikimedia.org/conf/InitialiseSettings.php.html). The default for [[MediaWiki:Sitesupport]] indeed is "Donate". A comment in the InitialiseSettings.php file references to bug 11912.

That answers my question. I'm going to translate that message on wiki, unless one would suggest a way to make this default message translatable.

This was implemented on r37234 onwards for the WikimediaMessages extension 
for use in the Wikimedia specific messages, and the users can localised on the 
internationalisation file for the extension.
Thanks Tim to fixing this issue.
