There are #ca-stable and #ca-current shown now, but only if a page has been flagged once *and* the current revision is not yet flagged!

With #ca-nstab-main, currently there are 3 different tabs now. #ca-nstab-main is shown if page never has been marked yet or if the most current revision is a flagged one.

* if current revision ID is flagged, use #ca-stable here (show that it is stable)
or
* if there is no flag for a page, use #ca-current here (it's a draft then)


[Note: Maybe we should keep #ca-nstab-main instead #ca-stable, as some CSS or JavaScripts could use this ID?]

If they are synced, or there is no stable version, no need for tab bloat :)
