Sometimes the draft box that mentions "0 changes need review" does shows up, although the page does not use templates, nor any changed image. For stable=1 the link "[view draft]" is shown.

See [[:de:Hinterhofmoschee]] (both tabs shown e.g.) <- no templates, old pic

Can <references /> have any influence?

[[:de:Jüdisches_Leben_in_Wien]] had been one; also ok now.

Problem is that they do sight, change, try out etc. too eagerly on dewiki to have a lasting example, sorry.
Currently none known. Not necessarily meaning that bug is gone :-?

Case of [[:de:Jüdisches_Leben_in_Wien]] was reported May 8, at 9 o'clock in the morning, by the way. I thought it would be bug 14043 > bug 14031 earlier this day.
