Allow templates to get flagged! The marking of a template as sighted then should approve all those 0-review-needed articles!

Currently, if a often used template is changed, many many articles have to be re-sighted once more (if I got that right). That is too much work. One sight of the template would have been enough.

This would make bug 14031 less severe, by the way.

I'll tweak the UI for bug 14031 instead
