This is a feature request to add a new mod_rewrite line to the existing configuration to turn urls like http://de.wikipedia.org/w/index.php?title=Actinium&stableid=best into something more human-readable like http://de.wikipedia.org/stable/Actinium

Other features would be unaffected from this shortcut.

My first observation is that the URL is not localised in German. What's missing is a link to consensus on what the community would like to do with this. Can you provide a link to that?

There's no consensus to use this kind of URL scheme, it's not really about "progress" as far as I can know.  For instance it's used on http://wikitech.wikimedia.org/ or [[tswiki:]].
