It's become common for vandals to move User and User_talk: pages of admins and others to vandalize. It would be nice if moves of User: and User_talk: pages for a specific user could be restricted to admins and that specific user (similar to the way editing of .js and .css pages works currently).

Don't know if this should apply to just the root page or subpages as well.
