If there is a existing file with a bad name (e.g. Image:00083.jpg) the Titleblacklist prohibit upload a new version of the file.

This is not a blocker. Recategorizing as extensions / TitleBlacklist

Fixed in r33656. Added 'reupload' parameter to allow reuploads of existing blacklisted images.
