A page in NS0 is counted as an article when containing only an empty wiki link [[]].

The software should not look for content emptiness, see [[m:Article_count_reform]] (#1, comments), but just for wiki link emptiness [[]]!

So, count if:
1. contains [[ and ]]
2. "and" is no whitespace
