In [[Special:SiteMatrix]], there should be a way to distinguish between locked wikis (A locked wiki is a wiki whose database was locked by a sysadmin usually after a discussion on Meta.) and open wikis. May be use a different color or underline codes of locked wikis. Users should know which wikis are closed directly from the matrix without having to access the wikis. Thanks.

...or put a strike through the codes. :-)

I don't think this bug will be easy.  I think I heard Brion saying that the sitematrix was messy code and changes to it aren't easy. :-)
