Implementation of the special page

It should be possible to view all defined user groups and their associated user permissions (i.e. the contents of $wgGroupPermissions). I believe there is nothing secret in this definition.

Implementation v2

Patch reviewed and a bit modified:

* Use XML functions
* Sort rights by alphabet
* Link rights to individuel help pages
* Update maintenance scripts
* Table design prettified

If no one object I will commit next week.
