If $wgFlaggedRevsOverride = true;, as in the linked Wiki, IPs see the quality version by default, if it exists. This should always be the sighted version, with just a link to the older quality version.

This spec should have been given earlier.

I'll add $wgFlaggedRevsPrecedence for this. I schema change should hopefully be avoidable.

Done in r32088.

Set $wgFlaggedRevsPrecedence=false; and customize the messages to have a "[{{fullurl:{{FULLPAGENAMEE}}|stableid=best}} best version]" or something in there.
