In [[Special:Categories]], if the value passed in the "offset" parameter is not capitalized, the expected categories won't be displayed. This is not a bug, unless in your language you have specific needs i.e. this is a manifestation of bug 30673. The sorting in your examples is technically correct and also needed, see e.g. bug 30722; you might be confused by it, but then you should play with URL directly (the UI doesn't give you such links).
