At Special:Newpages there are approximately 14,000 pages that have not been patrolled. And that's only because it is limited to the last month. It is possible to view the oldest pages by setting the URL to a very large offset, experimenting to determine the right offset. Most users aren't going to bother, which means that many thousands of new pages will never be patrolled. It would be much more convenient and lead to better patrolling if there were a button to view the oldest non-patrolled pages.
At en.wp the following link has been splashed about, I think it does what you are asking for. http://en.wikipedia.org/w/index.php?title=Special:NewPages&dir=prev&limit=250&hidepatrolled=1&hidebots=1 In particular the "&dir=prev" bit.
Use the link above. Done by selecting "previous" and "unpatrolled"
