Say we have this url: "http://en.wikinews.org/w/index.php?title=w:User:AzaToth/twinkle.js&action=raw&ctype=text/javascript", the other queries doesn't get passed along with the redirect.

Indeed, they don't.

I wouldn't really recommend assuming anything like this would work; the redirects for plain page views are a dirty hack and feel very unreliable to me.
