the <ref> tag doesn't work properly in Persian version. the appearance looks well but when you move the mouse over the reference number the link is going to search and not scroll down the page to show the reference.

I'm afraid this is not the case. Check this page, as an example:

Clicking on the refs works just as in any other language. If you have the problem with a specific wiki or a specific browser, please post the details here.

Yes, after toiling it worked fine. the problem was the conflict between English and Persian words because English is right to left and Persian is Left to right, you can't easily use this combination and the words position will be understandable, I'm not sure whether you can fix this problem or not.

Anyway, sorry for wrong reporting.
