Create new mailing list for Urdu language wiki's.

 I was asked by the community to create a new mailing list. I at first created list at Google groups but it has RTL problems.

Do you have community consensus for this? (i.e. a poll on-wiki that says that the community wants a list)

no, not polls but they personally contacted me.

If you say, we can have polls. but that would just prolong the procedure
