When I go to Special:Blockip and I type in a username to block and click out it does not update the block log below, on the form.

(In reply to comment #1) It would be similar to when you go to block an IP, you type in the IP to block and click out it of the input box it updates the options for blocking, since it is able to show the block log on the blocking form when you are accessing the block button from their contributions, it should be able to update the block log when you type in different users or IP's to block.
The block log "is" updated. The "log summary" you see below the block form, is a "summary"; it means, it only lists previous blocks. The new block is logged, no matter you go to block from from the user page or by typing Special:Blockip manually and typing the username there. You can see the log in Special:Logs If that answers your question, please let me know. Otherwise, try to give an example.

I think he wants the form to automatically fetch the block log fragment of a different user when he enters something different into the form. If you go to Special:Blockip/Foo and you then enter user Bar in the username box, automatically fetch the block log for Bar.
You mean, to automatically loading the block "summary" when the username in the textbox is changed, "without reloading the page"? (For example using AJAX or something)?
(In reply to comment #4) Yeah that's what I mean, I guess I should have said "summary fragment" instead. I'm hoping that this could be done in AJAX, so it doesn't have to reload the page every time it's changed.
