Please, start recent changes bot (KOI8-R encoding) in #rurc.wikipedia IRC channel.

There is actually two bots running for ru although the
configuration seems fine.

Asking a root to kill one of the two bot :o)

They're all inactive the rurcbot amongst them, there's no need to have a
seperate report for each one.

This is not always the case.
This bug was reported for the first time, when only RU:bot was deactivated.
