Currently, raw interwiki transclusion can only be enabled by setting a variable to true in Parser.php. For cleanliness, this should be available as $wgEnableRawScaryTransclusion instead.

Done in MediaWiki 1.5.0. Manual:$wgEnableScaryTranscluding
