Optionally include a category tree in the toolbox, using monobook's MonoBookTemplateToolboxEnd hook. Don't forget to include js/css on every page if this is enabled.

That doesn't really make any sense to me.

If you can clarify what this tree would do, go ahead and detail that and reopen.
