Please set local timezone for Kazakh language projects to 'Asia/Almaty' (or, if exist in library, 'Asia/Astana') UTC +5 without daylight saving.

In general, there should be an on-wiki consensus demonstrated to perform such changes. Could you link to any discussion/poll/etc?
