Alternate idea (fork to new bug?): Make SiteMatrix pull data from a protected page on Meta, similar to the portal templates (such as http://meta.wikimedia.org/wiki/Www.wikipedia.org_template ).

What it most likely should do is read the configuration file and look up the correct value.
