I observed the following in sequence just half an hour ago in the Wikipedia of the Ripuarian languages (ksh): 1. 0:07 o'clock a bot program reads http://ksh.wikipedia.org/wiki/Spezial:Statistik?action=raw and copies the data into a statistic page, http://ksh.wikipedia.org/wiki/Wikipedia:Shtatißtik noting 7233 pages. This is the bots edit: http://ksh.wikipedia.org/w/index.php?title=Wikipedia:Shtati%C3%9Ftik&curid=2907&diff=589748&oldid=587856 2. 0:46 o'clock A user creates another page, see http://ksh.wikipedia.org/wiki/Spezial:Beiträge/89.247.7.140 3. 1:08 o'clock I inspect http://ksh.wikipedia.org/wiki/Spezial:Statistik which still shows 7233 pages. I seach for page deletions, none in recent changes, none in the logs for the time in question. So, I must assume, this page creation was not counted.
That page doesn't meet the "good-article-count" criteria, so would not be counted. Thus it is expected that the count would not change.
To clarify on that, a page is only counted as an article if it is: 1. In the main namespace (Wikipedia:Shtatißtik is in the Wikipedia namespace) 2. Not a redirect 3. Contains at least one internal link
