Missing config option to provide anonymous logging required by german law

Some german courts ruled, that logging ip-adresses is unlawfull. There is no config-option to confirm to this new rulings, only some codechanges.

Please include them and make them configurable.

Does this also apply when the servers are in the USA/Netherlands/Asia (i.e. not in Germany) and are owned by a US-based foundation?

Nope, servers that are neither located in Germany nor owned by a german company are outside the jurisdiction of german courts.

Is this combination of configuration settings (combined with a proper web
server configuration) sufficient, or do we really have to add a new one?
