Elinks is a text browser (http://en.wikipedia.org/wiki/Elinks) which is apparently unable to handle unicode in edit forms correctly. The User-agent strings used by this browser are listed at  http://elinks.or.cz/documentation/html/manual.html-chunked/ch02s09.html  This could also be added to DefaultSettings.php, but I see that this file does not include lynx either.

Tested with elinks 0.12pre5. I see no unicode problems http://test.wikipedia.org/w/index.php?title=Test&action=historysubmit&diff=101981&oldid=101980
