should translate to
http://en.wikipedia.org/wiki/Talk:1_E%2B2_m#Category_key

The wikification fails here. Probably because the "+" character was initaly not allowed in page titles.

Confirmed that output is now href="/wiki/Talk:1_E%2B2_m#Foo" on test.wikipedia.org running r41337.

Resolved as FIXED.
