I've no idea where to report this, I hope this is the right place.

For the second time this week I have been unable to connect to en: - connecting via the secure gateway works, and connecting normally to commons: is fine.

en.wikipedia.org just times out. 

I'm connecting from the UK, and using Vodafone UK as an ISP. 

The error I get from vodafone is:

Network Error (tcp_error)

A communication error occurred: "Operation timed out"
The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time.

For assistance, contact your network support team.

I can ping en.wikipedia.org which is listed as 91.198.174.2, rr.knams.wikimedia.org
