The cited URL shows a revision of a page whose content is just a wikilink. When such links occur in article space and the target is also in article space, the link should be converted to, or interpreted as, a redirect. Assuming such an implementation, disabling should be made possible by an option in the appropriate config file. While this is a task that could be completed by a bot, my personal leaning is that the use of bots should be reserved for complex tasks that are unique requirements for particular wiki installations, not for elementary housekeeping tasks such as this one.
