MediaWiki isn't used by just Wikimedia, there are many other wikis where this change would be inappropriate.
No. This makes no sense. There is no Wikimedia: namespace on most Wikimedia projects. Most Wikimedia projects don't use the English language. => WONTFIX. There is no reference to any community discussion => WONTFIX.

As you can see from Cary's initial statement, he said the "default text", as in for non-English projects that do not have local sysops or a local translation yet. > There is no reference to any community discussion => WONTFIX. Cary Bass is an employee of the Wikimedia Foundation, the Volunteer Coordinator, (as illustrated by his @wikimedia.org e-mail address) and I believe he was requesting this to assist in the Fundation's annual fundraiser. I do not think he needs a community discussion for this (I may be wrong, though).
Re: Wikimedia:Donate... then change it to the direct URL <http://wikimediafoundation.org/wiki/Donate>. This can be done. Please do it.
That would be MediaWiki:sitesupport-url.
Done. The messages are now registered as extension messages, configured with wgSiteDefaultMessages in InitialiseSettings.php.
