How large is the community?  Has it actually shown a large need for a mailing lists?  Most wikis do not have mailing lists.  Does your community feel that they need one?

We have discussed this in the basque Wikipedia [1] (in basque language), and some users contributed explaining that it would be really interesting to improve our team work. Participation in the basque Wikipedia has increased in the last months, and we think we need a mailing list to coordinate our work. Additionally, some users said they would improve their contribution level registering to the mailing list. We are very sure we would use it, and would be positive for our project.

Nowadays, there are more than 1600 registered users at the basque wikipedia, with more than 60 active wikipedians, and about 20 very active wikipedians. More generally, the basque community has about a million native speakers in the Basque Country.

The basque wikipedia isn't one of the biggest ones, but it is in the 47th place in the ranking, with a depth value of 23. Some others communities as wikivi (43rd), wikiia (108th) and wikisi (177th) actually have a mailing list.

How do you normally decide if a project deserves a mailing list?

That's a good enough explanation for me. :-) (a great one, actually)

For language mailing lists (like WikiEN-l or WikiEU-l), it is just when there local community decides they want one and when a developer gets around to creating it.

There are people among the community with experience managing Mailman mailing-lists (and Basque is one of the locales available in current distributions of Mailman). And among those list-admins, some have put their Mailman-based lists in Gmane, the web archiving system of Wikipedian lists, so we could take full advantage of the options there, RSS, searchable archives, multiple web-based reading options... Msg exchange thru the list and Gmane's options, all could be very useful for eu.wikipedia.org
