See r26879. I know it hasn't even gone live yet, but I thought I'd get in early here. Joke all you like, but a <marquee> tag is going too far; get rid of it. Filing this under "MediaWiki" since there doesn't seem to be an option for the CentralNotice extension.
Note that the functionality in question was requested by a member of Wikimedia's staff.
Well, they can try asking the community what they want next time, then. If you need proof that I'm not the only one who finds this idioti, see [[Talk:Main_Page#stop_the_scrolling]]; I'm sure every other large Wikipedia has a similar discussion going on. I understand the point of what they're trying to do, but Wikipedia is an encyclopedia, not AOL's home page, and this is not 1997. Get rid of the <marquee>, now, please.
No developer is going to overrule the staff no matter what the community says. However, the marquee has been turned off for the fundraising notice.
