It may be possible to show the entire edit form under the main "edit" tab, using hooks and/or patches into the main MediaWiki code, and consequently getting rid of the now-unnecessary "edit with form" tab. This would be used by those administrators who wanted their users to only use forms, and never have to deal with (or even know about) the standard edit page.

Another possibility is to simply remove the main "edit" tab (somehow) from the set of tabs at the top; the "edit with form" tab could then be renamed to "edit" in the language file. This is a simpler solution, although it would mean that the form page remains a separate special page, without the standard set of tabs at the top that "edit" and the others have now.

This was essentially done in version 0.7.1.
