I have a strong feeling that MediaWiki:Sitenotice and MediaWiki:Anonnotice are not being displayed at the moment. It may have started disappearing ~36 hours ago. I have tested on nl.wikipedia.org, and commons.wikimedia.org.

Relevant links (check main page both a logged in user and as anonymous; clear cache and make a page request with CTRL+5 in IE, SHIFT+CTRL+R in FireFox):

Same issue on de.wikibooks.

It's not simple a problem of displaying the text, the sitenotice is not as useall in the HTML source of every page.
Interresating is, that JavaScript is on that place and that this javascript refers to meta:

They're currently not displayed as the central site notice for the fundraiser replaces them.

neither the sitenotice on the mediawiki page nor the central site notice for the fundraiser display for en.wikibooks and en.wikiversity
